On September 14, 2015, Dr. Shawn M. Brown begins his new role as chief of staff at Westchester Community College. He was formerly vice president and chief operating officer of the Northeast Ohio Council on Higher Education (“NOCHE”).
At NOCHE, Dr. Brown was responsible for overseeing strategic planning and operations. NOCHE’s mission was to raise educational opportunity and attainment leading to postsecondary credentials and employment for all Northeast Ohio citizens. NOCHE advocated for higher education’s role in regional economic development through education, work-based learning, research, and commercialization. NOCHE provided leadership on college and career pathways through its signature internship and co-op program, NEOintern, and the Northeast Ohio Talent Dividend, which promotes college degree completion. In 2015, NOCHE launched the Northeast Ohio Talent Exchange, an innovative internship and job matching system based upon skills and experiences rather than keyword searches.
For ten years prior to joining NOCHE, Dr. Brown held positions of increasing accountability at Hiram College. He served as director of college relations where he handled marketing, communications, and public relations. His higher education career began as an admission counselor, recruiting high school and transfer students, and advanced to advising adult learners through Hiram’s Weekend College as assistant dean. Dr. Brown helped Hiram reverse a long-term enrollment decline and increase the undergraduate headcount from fewer than 800 students to nearly 1,200 students while achieving the institution’s academic profile and net tuition revenue goals.
While at Hiram, Dr. Brown participated in the implementation of a campus-wide enterprise resource planning system (SCT Banner, now a product of Ellucian) and a constituent relationship management system (Hobsons EMT Connect). He led several institutional website development projects and spearheaded online social media outreach. With experience leading collaborative, mission-centered, and data-driven solutions, Dr. Brown has spoken at regional and national conferences on the topic of integrating data, technology, staff, and culture.
Dr. Brown earned his bachelor of arts degree in political science and computer systems management from Hiram College, his master of science degree in higher education from Drexel University, and his doctor of education degree from Northeastern University. He conducted his doctoral research on the role of marketing in organizational adaptation to external environmental pressures. In 2014, Dr. Brown began a four-year term on the Board of Governors of the Drexel University Alumni Association. Dr. Brown is a member of the American Marketing Association.
